BIO

Professor Carter joined Deakin University in December 2006 as the inaugural
Chair of Health Economics, following leadership roles in health economics at
The University of Melbourne (1999-2006), Monash University (1993-1999), the
Australian Institute of Health and Welfare (1988-1993) and the Commonwealth
Public Service. At Deakin University, Rob???s primary roles are: -Head, Deakin
Health Economics (30 staff) -Director, Deakin Strategic Research Centre in
Population Health (70 staff; six research units) -Lead Investigator, NHMRC
Centre for Research Excellence in Obesity Policy -Research Stream co-leader
for the economics of disability stream and the economics of cancer stream As
Head of Deakin Health Economics (DHE), Rob provides leadership across a
diverse range of research streams, funded through a combination of competitive
research income and commissioned projects. Ably assisted by senior DHE staff,
these research streams cover the economics of mental health, child & maternal
health, obesity prevention, chronic conditions, diabetes and CVD, cancer, oral
health and disability. DHE also conducts health technology assessment (HTA)
and is an independent evaluator for both the PBAC and MSAC. In addition to his
research role, Rob has been closely involved in the development of the
teaching program at Deakin University, including the postgraduate studies
program. Professor Carter is widely recognised for his expertise in economic
appraisal and priority setting, including Ministerial appointments to serve on
the Pharmaceuticals Benefits Advisory Committee (2000-2004), the Australian
Screening Advisory Committee (2004-2006), and the Victorian Policy Advisory
Committee on Clinical Practice and Technology (2007-current).

Many years of experience in the design and application of economic appraisal
across multiple settings, using the full range of economic methods.
Experienced communicator of economic results in policy relevant ways.

Prior to becoming an academic in 1993, Rob worked for the Australian Institute
of Health and Welfare. Before joining the AIHW he was a senior Commonwealth
public servant, working in three different departments (Transport, Aviation,
Health) in various administrative, research and policy roles; including a
period as a Senior Private Secretary in Senator Button's office. The common
thread across Rob's early career was the design and utilisation of economic
appraisal, which continued on into his academic roles. Since becoming an
academic Rob has played an important role in the teaching and application of
health economics in Melbourne, together with a number of international
projects. He is particularly well known for the development an application of
an innovative approach to priority setting ~ called ACE (Assessing Cost
Effectiveness) ~ together with Guidelines to guide priority setting. His track
record includes over $23 million in research income (including an NHMRC Centre
for Research Excellence, an NHMRC Program Grant, 2 NHMRC Capacity Building
Grants, an NHMRC Health Services Research Grant, a Strategic Grant in Health
Economics, multiple NHMRC project grants, an ARC Discovery Grant, multiple
international grants) and over 300 publications.
