ProfessorMatthew Groves

Matthew is the Distinguished Deakin Professor of Law. He works in public law, including administrative law, human rights, comparative public law and military justice. Matthew is a member of the Australian Academy of Law. He is also a member of the Commonwealth Administrative Review Council, which is established under the federal Administrative Review Tribunal Act 2024 and has a mandate to advise government on the operation of our federal administrative law and governance framework.

Prior to joining Deakin University, Matthew was a professor in the law schools of La Trobe and Monash University. Matthew's main area of work is administrative law. He was editor of the leading journal of that field (the Australian Journal of Administrative Law) from 2016-2026. Matthew is also co-author of the leading student casebook (Creyke, Groves, McMillan and Smyth, Control of Government Action - Cases, Text and Commentary, 7th ed, 2025, Lexis Nexis) and the leading scholarly book (Aronson, Groves and Weeks, Judicial Review of Administrative Action and Government Liability, 7th ed Thomson Reuters, 2022). Matthew has edited 12 academic books, the most recent are Thomson, Groves and Weeks Tribunals in the Common Law World (Hart Publishing 2024) and Ng and Groves, Automation in Governance: Theory, Problems and Practice (Hart Publishing, 2025). Matthew has also published many articles and book chapters in administrative law, human rights, religion in South Asia, military justice, prison law and comparative public law.
