BIO
Lecturer School of Humanities and Social Sciences
Doctor of Philosophy: Deakin University
Thesis:
Still struggling: Market-based approaches to poverty alleviation in rural
Timor-Leste
Master of International and Community Development: Deakin University
Dissertation:
Microfinance as a development tool in post conflict environments.
Bachelor of Arts (with distinction): Deakin University
International Development Major
Helen's teaching work is consolidated with field experience and research
undertaken in Australia and Timor-Leste. Areas of expertise include cross
cultural communication, food security and economic development in post
conflict environments.
An interest in development policy and practice, with particular emphasis on
community development in rural and regional Australia has resulted from
working in rural community development to address the sponge effect of
services being allocated to large towns and cities, thereby curtailing growth
and self sufficiency of rural populations. This experience was valuable in
her critique of the World Bank's advice to the fledgling state of Timor-Leste
in its early independence rebuilding efforts.
