    Co-chaired the final report recommendations to the governments of the USA and Japan, and speaker, Maritime Capacity Building Conference, Mississippi State University, USA, 16-17 June 2009. Invited and funded by the Japan Foundation, Bradley Foundation and the MSU; attended by government representatives of a number of countries, including Japan and the United States. The Prime Minister of Japan also sent a personal representative to attend. This was the third and concluding conference on the subject, the first two being held in 2006 and 2007.
